Review crisis intervention and safety measures on Scotland’s bridges

A summary of the action requested

An independent national review of crisis identification and intervention on high-risk bridges; minimum standards for monitoring, emergency response times and staff training; evidence-based physical safety measures assessed and introduced by bridge operators; and national guidance for preventing deaths at bridges.

What we are asking for

Prevention at every stage.

01

Safer structures

Independent assessment of high-risk locations and evidence-based physical measures, including barriers where risk assessment supports them.

02

Earlier recognition

Clear procedures that recognise agitation, impulsivity, repeated striking of objects, withdrawal and other behaviour as possible signs of crisis.

03

Faster intervention

Role-specific training, clear responsibility and rapid escalation before a person reaches the point of immediate danger.

04

Learning after incidents

Transparent reviews that identify missed opportunities and turn findings into measurable changes across Scotland.
